NAVAL AIR WEAPONS STATION CHINA LAKE — Collin Kyte, director for Naval Air Warfare Center Weapons Division Contracts, was one of seven Naval Air Systems Command Contracts Department teammates who received an Acquisition Field Activity Award during the 2017 Department of the Navy Acquisition Excellence Awards on Oct. 12 at the Pentagon.
The team earned the award for its development of a new, streamlined template and evaluation guide for competitive services acquisition.
“It was an important opportunity for NAWCWD,” Kyte said. “Participation on this team allowed for WD’s perspective to be part of the final solution.”
The team set out to make improvements to the competitive procurement cycle time for services acquisitions, which is considered a speed to the fleet initiative. In doing so, they worked to improve clarity for proposal instructions, establish better source selection discriminators in evaluation criteria, improved proposal quality, develop more efficient proposal evaluations, and lower bid and proposal costs for industry.
Their nomination notes that Request For Proposal quality has improved, peer reviews and legal review boards have fewer negative findings, RFP legal review time has decreased, there are more contract awards based upon initial proposals and proposal evaluation cycle times have decreased as a result of their efforts.
“Continuing to focus on improving cycle times all while improving upon the accuracy of our requirements is of paramount importance,” Kyte said. “Despite the challenges we faced, we were able to accomplish what we set out to do and more.” I consider the new template to be a living process that will continue to be adjusted to better serve the warfighter as needed.”
In addition to creating benefits throughout the Department of Defense, the award citation points out that better quality evaluations and improved procurement cycle times are having a direct benefit to the warfighter.
“I’m honored and proud to have been a part of this team,” Kyte added. “Creating solutions to better support the warfighter will always be a top priority for Contracts teammates.”
Other members of the team were Capt. John Groeschel, deputy assistant commander for NAVAIR Contracts, Jeff Guarnero, NAVAIR Aircraft Support Contract deputy department head, Tracy Medford, chief contracting officer and division head of NAWC Aircraft Division Contracts, Janiece Gordon, NAWCAD contracting officer, Barbara Petrzilka, NAWCAD Lakehurst contracting officer and Lisa Nelson, NAWC Training Systems Division contracting officer.
The annual DoN Acquisition Excellence Awards Program recognizes individuals and teams who have made outstanding contributions in promoting competition and innovation and who have made the most outstanding contributions in enhancing competition and innovation throughout the acquisition lifecycle and in support of Navy and Marine Corps acquisition programs.
